Relief sought from New Windsor moratorium

Smoking is now banned on town property, decided the New Windsor Town Board at last Wednesday’s town board meeting.

After a brief public hearing, the town board voted to ban smoking on all town properties. “As a taxpayer of New Windsor, I certainly support the proposed law,” said Todd Kelson, attorney. No one spoke out against the ban.

It was a unanimous decision to ban smoking on town property.

The board also held a public hearing for Empire Properties, LLC’s request for administrative relief from the town’s temporary moratorium on development.

Kelson represented Empire Properties, LLC, the company currently owns two properties in New Windsor.

In the fall of 2016, the company made an application to the planning board for a 40,000 square foot expansion of its 85,000 square foot building at 617 Little Britain Road. The site manufactures corrugated cardboard boxes.

The project received preliminary approval. Due to business reasons, the company did not seek out final approval. But had they done so, they believe final approval would have been received.

Kelson said the company is now seeking permission to build an additional 18,000 square foot building at 617 Little Britain Road. He said the company wants to expand and consolidate their business in New Windsor rather than move out of the municipality to a larger facility.

The building will not be visible to any neighbors. The building isn’t expected to make a significant change to the neighborhood around it. Proposed water and sewage use is expected to be minimal.

New Windsor Town Supervisor George Meyers said the information will be reviewed and a decision will be made at the August town board meeting.

New Windsor will also be holding a public hearing during the August town board meeting on the amendment of the temporary moratorium.

Meyers said that the Vails Gate Fire Company may build a new fire station, and the potential new fire station will be made to be an exception to the moratorium.

Meyers said that the master plan is being completed because of the moratorium. Everything is tied together, the town board plans to examine the zoning laws, and other issues in the town.
The board also denied Diversified Property, LLC’s application for administrative relief from the temporary moratorium.
